Message from
the City Manager

Building and maintaining an excellent community requires that we spend a lot more time looking forward than we do looking back. To continuously work toward the community’s vision for Wilsonville, the City’s elected officials, volunteer boards and staff are innovating, goal-setting and implementing new programs. There’s little time to reflect on past successes.

So it is my pleasure to present to you an Annual Community Report that looks at the work that lies ahead, while also taking time to highlight a few significant accomplishments worth celebrating.

We take great pride in collaborating with residents, local businesses, and our many agency partners and community groups to provide the amenities and programs that make Wilsonville a special place. Never has this community’s generous spirit been more apparent than in the aftermath of last year’s ice storm. Everyone looked out for one another, and many generously gave their time to get us collectively back on our feet.

Many photos included in this report were submitted in the City’s first “Best of Wilsonville” Photo Contest. Thanks to everyone who lent their unique perspective to help us showcase the stunning beauty that lies everywhere here in Wilsonville. In this, as in every rewarding City project, great community participation yields beautiful results.

The City’s annual budget is completed each spring by the City’s Finance staff, and reviewed and approved by a Budget Committee that includes five City Councilors and five appointed volunteer residents.

The City’s $285.1 million All-Funds Budget includes an operating budget of $52.5 million and a Capital Improvement Budget of $81.1 million.

In March 2022, Mayor Fitzgerald virtually delivered a State of the City Address that touched on the City’s challenges and opportunities.

Councilor Lehan Leaving Behind a lasting legacy

This year marks Councilor Charlotte Lehan’s 26th and final year on the Wilsonville City Council. No individual can claim more responsibility for Wilsonville’s high quality of life than Lehan, who was appointed to the City Council in 1991, and subsequently elected six times to represent the interests of Wilsonville residents. She served as the City’s Mayor from 1997 through 2008.

Lehan’s contributions to the City’s well-being include some of the most significant actions Wilsonville’s Council has undertaken to protect City resources and adequately plan for future growth. Her legacy includes preservation of parks and natural areas, including the Graham Oaks Nature Park, the siting and construction of the Willamette River Water Treatment Plant to establish a sustainable water source, and advocating that the former site of Dammasch State Hospital be preserved for residential growth in the area that is now Villebois.
